1. Energy Control Policy

What is it designed to accomplish?

The Energy Control Policy establishes the overall framework for how an organization controls hazardous energy. Its purpose is to define the company’s approach to Lockout/Tagout and establish the expectations employees must follow when servicing or maintaining equipment.

The policy serves as the administrative foundation of the Energy Control Program. It establishes the overall requirements for documented procedures, employee training, periodic inspections and guidance for specific situational scenarios.

2. LOTO Devices and Hardware

What is it designed to accomplish?

LOTO devices and hardware provide the physical means of preventing hazardous energy from reaching equipment while employees are performing servicing or maintenance.

The purpose of these devices is to physically isolate or restrain energy sources and communicate that equipment has been placed under Lockout/Tagout.

Under OSHA 1910.147(c)(5), employers must provide appropriate lockout and tagout devices. These devices must be used exclusively for controlling hazardous energy and should not be used for other purposes.

LOTO devices must be:

  • Durable enough to withstand the environmental conditions in which they are used.
  • Standardized within the facility by factors such as color, shape, or size.
  • Substantial enough to prevent removal without excessive force or tools.
  • Identifiable so that the authorized employee who applied the device can be identified.

The objective is to ensure that the LOTO hardware provides a reliable physical and visual indication that hazardous energy has been controlled.

3. Documented Energy Control Procedures

What is it designed to accomplish?

Documented Energy Control Procedures provide employees with clear instructions for safely shutting down, isolating, and verifying equipment before servicing begins.

The goal is to eliminate uncertainty. Employees should be able to identify the hazardous energy sources associated with a specific machine and understand the steps necessary to place that machine in a safe, zero-energy condition.

Under OSHA 1910.147(c)(4)(ii), energy control procedures must be clear and specific.

A procedure should address the key steps necessary to safely control the equipment, including:

  1. The purpose of the procedure
  2. Shutdown and isolation of the equipment
  3. Application, removal, and transfer of LOTO devices
  4. Verification that the equipment has been effectively isolated

4. Periodic Inspections

What is it designed to accomplish?

Periodic inspections are intended to verify that the Energy Control Program is being followed correctly and remains effective over time.

A LOTO program can change as equipment, processes, employees, and procedures change. Regular inspections provide an opportunity to identify deficiencies and correct them before they contribute to an incident.

Under OSHA 1910.147(c)(6), periodic inspections must be performed at least annually.

The two main components of this inspection are to perform an audit on all LOTO procedures and perform a review of all authorized employee responsibilities.

Inspection Documentation

The employer must certify that the periodic inspection has been performed. The certification identifies:

  • The machine or equipment inspected
  • The date of the inspection
  • The employees included in the review
  • The person performing the inspection

The purpose of the inspection is not simply to satisfy an annual requirement. It is an opportunity to evaluate whether the program works as intended in the workplace.

5. Employee Training and Communication

What is it designed to accomplish?

Employee training and communication ensure that everyone who may encounter Lockout/Tagout understands their role and the hazards associated with uncontrolled energy.

Employees must understand why energy is being controlled, what their responsibilities are, and what actions are prohibited while equipment is locked or tagged out.

OSHA recognizes different employee roles within the LOTO process.

Authorized Employees

Authorized employees are responsible for applying LOTO, dissipating stored energy, and performing activities such as verification, testing, or positioning.

Their training addresses recognition of hazardous energy sources, the magnitude of energy, and the methods used to isolate and control that energy.

Affected Employees

Affected employees operate machinery or work in areas where Lockout/Tagout is being performed.

They must understand the purpose and use of the energy control procedure and recognize that locked or tagged equipment must not be restarted.

Other Employees

Other employees may pass through or work in areas where LOTO is being performed.

They must understand the purpose of the procedure and the prohibition against attempting to restart or operate equipment that has been locked or tagged out.
